Innovation for Environmental Sustainability (IES) Fund

Objective

The IES Fund is a grant programme administered by the National Environment Agency (NEA). It provides seed funding for industry-led projects, including energy efficiency projects, that could contribute to the long-term environmental sustainability of Singapore.

Form of Assistance

Grant Quantum

The IES Fund provides a grant of up to $2 million through a three tier funding structure:

Full Funding
Tier 1: Projects that result in technologies that could be directly employed by the Ministry, and which the Ministry has the intellectual property rights to the final technologies and/or products.

Partial Funding (up to 50% of qualifying costs)
Tier2: Projects that aim at the development of environmental technologies and/or products that would have industry-wide benefits/ applications.

Tier3: Projects that aim at improving the environmental performance of a company (up to 50% of qualifying costs for manpower, and up to 30% for others)

Qualifying Costs

The qualifying costs include the project costs comprising:

  • Manpower Cost
  • Equipment and materials
  • Professional Services
  • Intellectual Property Rights

Eligibility Criteria

Any Singapore-registered company may apply to the IES Fund.

The proposed project must meet the following criteria:

  • Seek to establish the technical viability of a technology or process, or demonstrate local/ new applicability of a capability
  • Have strong elements of innovation and early adoption
  • The outcome of the pilot project, if implemented, will help Singapore meet the goal of environmental sustainability
  • Project has not commenced at the time of application
  • Project duration will not exceed 3 years

Eligible projects are assessed against the following criteria:

  • Extent to which the project is likely to contribute to the environmental sustainability of Singapore
  • Strength of the element of innovation and early adoption of the project
  • Technical strength of the project
  • Potential of replication
  • Capability of the development and management team

Disbursement of Grants

All disbursements of grants will be made on a reimbursement basis. The first disbursement may be made after acceptance of offer. Where the project duration exceeds one year, claims may be made on a half-yearly basis, with the final claim made within 6 months of completion of the project.
