Mandatory Energy Label

Background

On 1 Jan 08, the National Environment Agency (NEA) implemented the mandatory energy labelling of registrable air-conditioners and refrigerators to help households select energy efficient models. Under this scheme, all registrable air-conditioners and refrigerators supplied in Singapore from 1 Jan 08 must be registered with NEA and affixed with labels containing information on their energy efficiency. Importers and manufacturers of registrable air-conditioners and refrigerators are also required to be registered with NEA.

Air-conditioners and refrigerators account for about half of the total electricity bill of a typical household. By selecting energy efficient models, households can save electricity and reduce their utility bills. The use of energy efficient models is also better for the environment. Legislation

The mandatory energy labelling scheme (MELS) is established under the Environmental Protection and Management Act (EPMA) and the following subsidiary legislations:

  1. Environmental Protection and Management (Energy Conservation) Regulations
  2. Environmental Protection and Management (Registrable Goods) Order
  3. Environmental Pollution Control (Composition of Offences) (Amendment) Regulations
