The Singapore Certified Energy Manager (SCEM) Programme, developed by the Energy Sustainability Unit of National University of Singapore (NUS) under the sponsorship of the Economic Development Board’s Locally-based Enterprise Advancement Program (LEAP), offers a formal training and certification system in the area of energy management. |
Benefits of SCEM Programme
Designed for engineering professionals who intend to build their career as energy managers, the programme gives a thorough understanding of the key energy issues either in the building or industry sector. It will help the participants to develop the technical skills and competence needed to manage energy services and management work within the organisation they serve. Get the SCEM Guidebook here:
A SCEM is envisioned as:

How SCEM works
The SCEM programme is jointly administered by the National Environment Agency (NEA) and the Institution of Engineers, Singapore (IES) under a SCEM Monitoring Committee and is supported by a Curriculum and Examinations Board. Registration is undertaken by the SCEM Registry under the IES.
There are 2 certifiable training levels for SCEM, namely Associate and Professional Levels. Both levels are defined for the industry and building sectors.
SCEM training can be taken on a full or part-time basis.
International Recognition of the SCEM Programme
The programme is recognised and endorsed by the US-Association of Energy Engineers (AEE). The AEE has accorded the SCEM full exemption for its Certified Energy Manager (CEM©) certification requirements, which is a first for the region.
Candidates who successfully gained Professional SCEM certification are deemed to have fully met the requirements of AEE-CEM© and are eligible to apply for the AEE- CEM© through the SCEM Registry. Applicants can contact the SCEM Registry for more information and application forms. Applicants can also check the AEE website for more information on their certification programme.
